yes to your questions. sometimes police depts hire P.I.’s because the P.I. is specialized in a certain area. Some P.I.’s are also specialized to give lie detector tests. States Attorney offices usually have their own investigators. P.I.’s don’t usually get involved with much defense work.

The family or close friend of the murder victim could hire a PI to get some leads if they thought that the Police weren’t doing enough to solve the crime. Anyone could hire a PI for anything at anytime. All you need is $$$!
If a PI finds some evidence or info that is related to another crime, then they are duty-bound to share this info with the local law enforcement agency. That’s another way that they COULD become involved with the Police.

Defense attorneys do hire private investigators and some police departments do too. Especially if that investigator has a specialty that is not available in the PD. Cadaver dogs, specialization in in-depth financial searches; out of country contacts.
One that I was involved in a small county in the deep south turned out to be a love triangle that included a very large hidden bank account. The local sheriff refused to report all the facts due to the closeness of the community and the families involved. The victim’s family hired my firm to determine what we could. The victim appeared to have died by his own hand. We developed reasonable doubt and found the bank account. The information was turned over to the family’s attorney for action, if any.
We were not privy to the outcome and it wasn’t publicized and we didn’t seek any further information.
